Good news! The final design plans for the sanitary sewer system were completed and submitted to IDEM (Indiana Department of Environmental Management) for review and approval in December 2012. It is anticipated that the approval process with IDEM will be completed at the end of March 2013. Once IDEM approval is received, the final design plans will then be submitted to USDA-Rural Development for approval. The approval process with USDA-RD will takes approximately 3 months. Once the USDA-RD approval is received, LRSD will then start the project construction bid process, which will take approximately 2 months to complete. Next step will be to close on the USDA loan, which then leads to the project construction phase.
It had been hoped that construction would start on the sewer plant in the Fall of 2012 and on the collection system in the Spring of 2013, but because the final design process took longer than anticipated, the start of construction had to be moved out. The start of construction is now projected to start in September 2013. Construction will start on both the sewer plant and the collection system infrastructure at that same time. As previously indicated, it will take two (2) construction seasons to complete the project construction phase. A construction season generally runs from Spring thaw until Winter freeze. That means construction completion is projected to be the late Summer 2015. When the sewer plant is completed, the connection to the collection system infrastructure will begin. All areas of the collection system infrastructure do not need to be completed in order to bring the plant on line. Hook-up of areas will be done in phases, with those completed first most likely connecting first. What areas will hook up first is yet to be determined.
An information meeting for all property owners within the District is being planned for early June 2013. We will also be sending an update letter with additional details to all property owners in March.
