April 19, 2023 Minutes

The Lakeland Regional Sewer District Board of Trustees met at the District’s Administration Office located
at 5002 East 100 North, Warsaw, IN.
The meeting was called to order at 6:00 PM, by Jim Haney.
Present: Jim Haney, Bob Marcuccilli, Joe Cleland, Emily Shipley, Mike DeWald, Rosa Ritchie, and Parke
Smith.
Report of Meeting Notice
The meeting date and time were posted and advertised as required.
Jim Haney discussed Parke Smith’s resignation as Secretary on the board. Other members wished him
well.
Jim Haney nominated Rosa Ritchie as a replacement as Secretary on the board. The nomination was
seconded by Bob Marcuccilli. The nomination was accepted by Rosa Ritchie, and the nomination was
carried on the voice vote.

Approval of Previous Minutes
Jim Haney presented the March 15, 2023, and March 31, 2023, meeting minutes and made a motion to
approve seconded by Emily Shipley, and was carried on the voice vote of:

Treasurer’s Report
Mike DeWald discussed investment accounts. There were no questions. Cash Flow is at a plus of
$35,000.00, primarily due to the timing issues with Astbury billing.
YTD Cash flow is $30,000.00 better than the budgeted amount.
Engineering is $13,000.00 over budget due to the scrubber, and IDEM permit.
Attorney fees at $6,700.00 over budget due to troublesome properties.
Mike DeWald made a motion to approve reports of Monthly Analysis of Cash and Investment Accounts,
Analysis of Fund balances, and Unaudited schedule of cash receipts and Disbursements.

The motion was seconded by Joe Cleland, and was carried on a voice vote of:

Jim Haney made a motion to approve Monthly Claims totaling $132,701.02 and was seconded by Bob
Marcuccilli. The motion was carried on the voice vote of:

Motion was made by Joe Cleland to waive the late charge of $7.86 for Knuckles. The motion was
seconded by Emily Shipley. The motion carried by a voice vote of:

Lakelife violations. Will get a new sample in 2-3 days. Will clean injector pump.
Strombeck will do cleaning on 4/20/23. Josh from Astbury will pull sample 4/21/23.
Casey will research plumbing code that Lakelife feels has been violated.

Ordered seals, they are 4-6 weeks out.
15 Pumps type 1 are on order.
Have zero textile bags on hand. Can be obtained if needed.
Jim Haney makes a motion to approve amended 20-23-02 Rate ordinance for adjacent properties. Mike
DeWald seconds. Motion carried by voice vote:

Joe Cleland discussed purchasing update.
Jim Haney made a motion to have Shaum Electric replace lights.
$3,655.52 Labor only- $1,100.00 for 10 lights. Excluding Shipping.

Purchase Committee will be sent info on what they can or cannot approve by Attorney.
Astbury requested approval to order 25 new pumps. $2,594.00 each, $64,850.00 Total.
The turnaround time is approximately 6 weeks.

Jim Haney made a motion to purchase the 25 pumps, not to exceed $65,000.00.
