July 21, 2022 Minutes

The meeting was called to order at 6:00 PM by Jim Haney.

  • Absent: Parke Smith, Mike DeWald, Frank Kurth

  • None

 

Approval of Previous Minutes

  • Jim presented the June 15th meeting minutes for Parke Smith. Motion by Jim to approve as submitted, seconded by Bob Marcuccilli was not carried by the voice vote of:

    • 0 Nays
    • 1 Abstain 

 

Treasurers Report and Other Financial Matters

  • Jim Haney reviewed the financial reports:
    • Reviewed the LRSD and USDA fund amount balances in the Matrix documents.
    • There were no unusual monthly occurrences.
    • The ending balance for the month was $2,428,973.
    • The District did collect around $18,000 in liens for June.
  • Jim Haney made a motion to approve the Unaudited Schedule of Cash Receipts and Disbursements, the Monthly Analysis of Funds and Balances, and the Monthly Analysis of Cash Investment Accounts.  The motion was seconded by Joe Cleland and was carried by the voice vote of:

  • Jim also presented the Monthly Claims Approval Forms of $55,597.31 and made the motion to approve. The motion was seconded by Emily Shipley and was carried by the voice vote of:

Independent Contractors Committee Update

  • Bob Marcuccilli reported that they are working through the final number and details. They just received an email today from Tom Astbury with a few more details. The committee and Tom are very close to wrapping up the final agreement. 

 

Lift Station 1 Update

  • DLZ installed a data logger for three weeks, from June 21st through July 13th. On June 30th LA Electric installed the control voltage transformer on pump station #1. The data is still being reviewed and DLZ will be providing a report next week.

 

Astbury Monthly Report 

  • Tom Astbury introduced Josh Denlinger as the new Assistant Manager.
  • All systems were in compliance for June. 

 

Corrective Maintenance

  • They continue to work on programming for a lumen preventive maintenance system to generate the reports to track repairs.
  • Check valve replacements, there are 2 more needing to be replaced. They are replacing new ones with stainless steel valves as the old ones were plastic.
  • Josh reported on pump station #1 pump failure. They found two broken bolts on the pump valute causing high draw. The pump was repaired and reinstalled.
  • They had to rent a mobile pump for temporary use. There are 2 pumps in the station and there would be a serious problem if the second pump would have failed. Astbury is suggesting The District purchase a mobile pump for $57,000.

 

Grinder Pump Station

  • Grinder pump station electrical is finished and is ready to use.

 

Grinder Pump Repair

  • The new pumps we ordered are wrong. We are waiting on a solution from Crane. Jim Haney wants to have a conference call with Crane if there is no return call by noon tomorrow. 

 

Equipment Inventory

  • Equipment inventory is in good standing.

 

Amendment to Rate Reduction

  • Jim Haney presented the Amendment to Rate Reduction. The Board discussed the Amendment and Jim made the motion that we amend the ordinance as outlined in section 14 and other minor areas throughout the ordinance. The motion was seconded by Joe Cleland and was carried by the voice vote of:

Selge Breach of Contract

  • Jim Haney is seeking approval to sign the agreement as written. The motion was made by Joe Cleland for Jim to sign the release agreement between Selge and The District for $3,223.50, seconded by Bob Marcuccilli and was carried on the voice vote of:

Monthly Connection Report

  • There are still 5 properties that still have not connected.
  • There was a lien payment on the CJR Holding property for $444.46.
  • Six properties have pulled new construction permits.
  • There are 11 properties that have pulled vacate permits for teardown and rebuilds. 
  • One property is requesting a rate reduction -Austin Murry 19 EMS B34 Ln.

 

Rate Reduction

  • Request for 19 EMS B34 Ln. Mr. Murry put in a request for a rate reduction and elimination. Greg performed the inspection and found no evidence of any sewer producing facilities in the garage. The previous owner had a residence and a business in the garage. That is 2 edu’s. Mr. Murry wants his garage eliminated from the edu count. For an elimination it had to have been done before the bond obligation date which was in 2015. Once that date passed, there is no elimination available. Jim Haney made the motion to approve a rate reduction for the business related edu. The motion was seconded by Joe Cleland and was carried on the voice vote of:

Damage to Grinder Station Lid

  • 274 EMS B60 Ln. Grinder lid damaged and broken. Jim Haney made the motion to send a bill to the property owner for $776.66 for damages. The motion was seconded by Bob Marcuccilli and was not carried by the voice vote of:

    • 0 Abstain

 

  • 15 and 25 EMS B40G Ln. Broken lid on a shared grinder. Greg Gear cannot determine who caused the damage to the grinder. Jim Haney recommends The District sends a letter to both property owners to let them know that it cost over $700 to repair the grinder station and asking them to be more careful around the grinder. The motion was seconded by Joe Cleland and was carried by the voice vote of:

  • 14 EMS B40 Ln. Lid and corner of grinder broken. It appears as if it was run over. Motion by Jim Haney to send a letter to property owner at 14 EMS B40 Ln that we will be billing him $776.66 for damages. The motion was seconded by Bob Marcuccilli and was not carried on the voice vote of:

    • 1 Nays
    • 0 Abstain

 

Motion by Joe Cleland to send a letter to 14 EMS B40 Ln and 274 EMS B60 Ln stating if they damage a grinder again, they will be responsible for the repair. The motion was seconded by Emily Shipley and was not carried on the voice vote of:

Rate Study Update

  • Mike DeWald and Jim Haney have been working on the budget for 2023 for the rate consultant.
