Call Meeting to Order
The meeting was called to order at 6:00 PM by Jim Haney.

Report of Meeting Notice
The meeting date and time were posted and advertised as required.
Approval of Previous Minutes
● Jim Haney presented the May 19, 2021 regular meeting minutes and made a motion to approve
as submitted. The motion was seconded by Sue Ann Mitchell and was carried by the voice vote of:

Treasurers Report and Other Financial Matters
● Mike DeWald reviewed the financial reports. Mike noted the following:
o We have $2,023,677 in cash between all of the district accounts.
o The Asset Replacement Fund is at $940,000.
● Mike DeWald made a motion to approve the Unaudited Schedule of Cash Receipts and
Disbursements, the Monthly Analysis of Funds and Balances, and the Monthly Analysis of Cash Investment Accounts. The motion was seconded by Sue Ann Mitchell and was carried by the voice vote of:

● Mike also presented the monthly claims and made a motion to approve the June monthly claims report in the amount of $53,822..67. The motion was seconded by Sue Ann Mitchell and was carried by the voice vote of:

Astbury Monthly Report
Don Neff presented Astbury’s monthly report and noted that all call levels were normal. Don noted that we had 6 pump failures this month. He had talked with Gasvoda about 2 pumps he had sent to them to get a quote for a rebuild. For a new pump it is $3,050 and to rebuild the pump is $1,400. Don called American Pump and their price for the same pump is $2,400. He would like to get the 2 pumps back from Gasvoda and get a rebuild price from American Pump and a local company. He feels like Gasvoda is charging us too much. With the local company there wouldn’t be any shipping cost. The board asked Don to get the pumps back from Gasvoda and get a price from the local company.
Astbury Update Regarding Generator Installation at Lake Estates ● The generator is 18 weeks out and is ordered.
Property Owner Connection Status
● Greg Gear reported that the current number of properties that have yet to connect is 5.
● Greg also reported that 1 new construction permit and 1 tear down/rebuild permit have been
applied for.
● The board discussed the property owners responsibility to keep power on at the grinder when
they are not at the property. After discussion, the board decided to table the issue until Don Neff is present to discuss.
State Water Infrastructure Fund Grant
● Casey Irwin discussed the State Water Infrastructure Fund. He said the information they have
out about the program is limited and changing by the week. The application needs to be submitted by July 15, 2021. After discussing the list put together by Jim Haney, Don Neff, and Greg Gear, the funding needs and requirements of SWIF, the District decided they would not apply for the grant.
● Mike DeWald made the motion to not submit the application for the SWIF grant. The motion was seconded by Bob Marcuccilli and was carried by the voice vote of:

Unpaid Accounts of Former Owners
● Jim Haney presented a list of former owners with unpaid balances and past due liens.
● Jim made the recommendation that we turn over the accounts to our collection company. He
also recommended the liens on the Dice and Hanson properties be written off as bad debt when the 180 days come up since we had collected part of the liens and both properties and they have been hooked up to the system and the properties have changed hands.
● Jim made the motion that if Masterson, Taylor. and Yarbrough are not paid in full by June 30, 2021, we send them to collections and the Dice and Hanson properties are written off as bad debt after giving them 180 days of the last notice. The motion was seconded by Mike DeWald and was carried by the voice vote of:

Other Items That May Come Before the Board
● Casey Irwin received a request from JPR to get some maps of our sewer lines. The
Chapman/Tippy district butts up to our district. They are in the design phase of their sewer system and want to make sure where our lines are located. Casey recommended that we give them the maps that are close to our lines.
● Mike DeWald made the motion to send the drawings to the Chapman/Tippy district as long as
there is no cost to our district. The motion was seconded by Bob Marcuccilli and was carried by the voice vote of:

● Greg Gear presented a contract with DERP for emergency response if there is a spill. We found that Exhibit A in the contract is missing so it was tabled until next month.
